Food Security and Global Partnerships

Linking global leaders who champion parallel causes throughout the world is an important aim of the Salzburg Global Seminar, with Hoshi Hirofumi exemplifying this partnership in his long-standing work as chief advisor for capacity development at the Japan International Cooperation Agency (JICA). Hoshi first came to Salzburg Global in 2008, attending a program centered on the Green Revolution in Africa. As an experienced food security and social development expert who spent time living in Ghana and Uganda, Hoshi was eager to interact with fellow change-makers who sought to build a more food-accessible world.

“JICA was trying to establish a new initiative called Coalition for African Rice Development, so-called CARD, which was aimed for doubling rice production for ten years in sub-Saharan Africa,” he said. “I was able to discuss this project, among others, with fellows at the Schloss in an inclusive, diverse environment. The program gave me a sense of comfort.”

What struck Hoshi about his interactions with professors and fellows was the level of freedom and openness with which lectures and discussions were held. This was an empowering and encouraging moment for Hoshi, as he was able to connect with professionals who espoused the same level of passion for global food security.

Since his time at the Schloss, Hoshi has continued to make strides in his work with JICA, becoming their director of rural development the same year he attended Salzburg Global seminar and later moving to Africa where his findings on the Green Revolution could be directly applied. He now resides in The Philippines, where he dedicates himself to promoting and managing increased economic development in the country.

Looking to the future, Hoshi wishes for that same level of freedom to continuously be cultivated as the Salzburg Global journey continues on for the next 75 years. He greatly valued his experience not only on a personal level, but for the greater benefit it brought to those who lacked access to modern technology or sources of food.

“Maintain a good environment for open discussions in any matters without any political intervention from any governments,” Hoshi said. “Keep this openness to all people around the globe as participants of this important process.”
